Obverse

On a disc with an arcing extension at base, an arc of thirteen stars at top, the first, seventh, and thirteenth larger; two contrails, one issuing from the first star and one issuing from the thirteenth star, crossing and arcing in perspective; overall the eagle from the United States Air Force coat of arms, wings extending beyond the edge of the disc, its talons grasping three lightning bolts, two of which extend to base.

Reverse

A rectangle centered between the inscription FOR MILITARY above and MERIT below.

The ribbon is 1 3/8 inches wide and consists of the following stripes: 4/32 inch Flag Blue 67124; 1/8 inch Golden Yellow 67104; 7/8 inch Bluebird 67117; 1/8 inch Golden Yellow; and 4/32 inch Flag Blue.

The eagle represents the United States Air Force mission of defense of the United States through strength in air power. The stars allude to the original thirteen states and the principles of freedom on which this nation was founded. The stars and contrails refer to the continuous vigilance of those crew members who performed their duties in a sustained meritorious manner while participating in aerial flight.
