Description/Blazon
A Silver color metal and enamel device 1 5/32 inches (2.94 cm) in height overall consisting of a shield blazoned: Per fess Azure (Teal Blue) and Argent, in chief between two lightning flashes a phoenix rising from flames of fire Gules fimbriated of the second, and in base a sword fesswise all counterchanged. Attached below and to the sides of the shield a Silver scroll inscribed "DICITE ANDIAMUS" in Black letters.

Symbolism
The shield is teal blue and white, the colors used for units not assigned to branch. The phoenix is a symbol of indestructibility. The lightning flashes symbolize electrical communications. The sword represents the aggressive activities of a security unit.

Background
The distinctive unit insignia was originally approved for the 311th Communication Reconnaissance Battalion on 28 September 1956. It was redesignated for the 311th Army Security Agency Battalion and amended to add the motto on 18 February 1957. The insignia was rescinded on 12 July 1976.
