On a white disc with a 1/8 inch (.32 cm) blue border 3 inches (7.62 cm) in diameter overall, beneath an arced red inscription "GRAND RAPIDS," a left hand holding a pair of scales, both orange, above a blue eagle with white head flying to sinister, bearing on its breast a blue shield with three white stars across the top, and in base four white and three red vertical stripes, in front of and surmounting a laurel branch and three arrows, points to base, all red.
The shoulder sleeve insignia was authorized on 2 July 1958 and amended to add subdued colors and metric measurements on 27 June 1991. (TIOH Drawing Number A-10J-207)
