On a gray disc edged with a 1/8 inch (.32 cm) scarlet border, the overall diameter 3 inches (7.62 cm), a scarlet panther couped at the shoulder, emitting yellow flames from its ears and mouth and charged with a yellow disc, the panther within an encircling inscription GEORGIA STATE at the top and UNIVERSITY in base in scarlet letters, the two inscriptions separated by a scarlet disc on each side.
Scarlet and silver gray are the colors used to represent the Army Reserve Officer Training program. The demi-panther emitting flame is from the crest of the coat of arms. The two red discs between the inscriptions have been taken from the shield of the coat of arms.
The shoulder sleeve insignia was originally approved 27 January 1971. It was amended to include a manufacturing drawing, update description and add cable numbers on 13 June 2003.
