On a black embroidered disc, edged with a 1/16 inch (.16 cm) white border, three (3) white wolves heads cropped, detailed black, diagonally placed from upper right to lower left, encircled by a black designation band inscribed BEDFORD at the top and WOLFPACK at the bottom in white letters; all within a 1/8 inch (.32 cm) white border. Overall dimensions are 3 1/2 inches (8.89 cm) in diameter.
Black and white are the school colors. Black represents might, a trait the cadets have in their unified alliance to conquer any adversities. Silver (white) signifies perfection; a quality which the cadets strive to uphold every day. The three wolves symbolize the three high schools that comprise the BSTC JROTC program: Jefferson forest, Liberty and Staunton River. The wolf pack ideal demands individual strength and teamwork, best represented by the words of Rudyard Kipling For the strength of the pack is the wolf, and the strength of the wolf is the pack.
The shoulder sleeve insignia was originally authorized 12 February 1997. It was cancelled due to a new design and description and symbolism on 12 June 2014. (TIOH Drawing Number A-10J-541)
